Dr. Charles Thomas participated in a panel discussion on the subject of "The 3Tier System." The panel was part of an all‐day Indiana Continuing Legal Education Forum, entitled "The ABC's of Alcoholic Beverage Laws," held at the ICLEF headquarters in downtown Indianapolis.

Appearing on the panel with Dr. Thomas were Professor J. Alexander Tanford, Indiana University Maurer School of Law, and Craig Wolf, LLB., President and CEO of The Wine and Spirits Wholesalers of America, Washington, DC. Several other talks were delivered on current subjects including Indiana's Blue Laws, The an Dram Shop Law (regarding establishment liability), and a talk by the new Chairmof the Indiana Alcohol and Tobacco Commission regarding recent changes .
